Description

Dramatically altering the composition of the Water Quality Control Commission (WQCC), SB607 reduces the membership of the commission from 14 to 5, and makes it entirely a public board. Currently, Secretaries (or their designees) of relevant agencies serve on the WQCC alongside public members. Eliminating these positions, while not requiring any qualifications of the public members, creates a political body ill-equipped to address the highly technical issues for which the WQCC is responsible.
