Description
SB479 is an effort to circumvent permitting and enforcement under the Water Quality Act, by transferring these responsibilities for the agricultural sector from the Environment Department to the Department of Agriculture. It will be impossible for two different agencies to apply the Act consistently, which creates equal protection issues and undermines the purpose of the water quality standards.
