Description

SB 312 would have increased the renewable portfolio standard (RPS) to require that renewable energy comprise 70% of total retail sales to NM customers of rural electric cooperatives by 2040 and requires that renewable energy comprise 80% of total retail sales to NM customers of public utilities by 2040. It also prescribes the formula by which these goals are to be achieved. This would have the effect of reducing the demand for fossil fuel energy, which negatively impacts the environment, climate and public health.
