Description
HB78 was designed to give our state’s businesses and industries a head start in benefiting from any regional or national climate change legislation. Under the bill, an entirely voluntary emissions offset program would have been created, giving credit to New Mexico businesses that reduce their emissions before they’re required to do so by law.
